There is an on-line eGuide for second-chance checking accounts called “Non Chex Systems Checking”. They will give you a state by state directory of banks that are willing to issue checking accounts to people that have been listed in ChexSystems and TeleCheck databases for having returned checks and accounts closed for overdraft activity.
